BJP MLA Requests Constitutional Protection for Manipur’s Valley Seats
Call for Investigation into Violent Incident
A Member of the Legislative Assembly (MLA) from the Bharatiya Janata Party (BJP) in Manipur has reached out to Union Home Minister Amit Shah, urging for a prompt investigation by the National Investigation Agency (NIA) regarding the tragic bombing incident that resulted in the deaths of two children on April 7. The MLA, Rajkumar Imo Singh, outlined recommendations that he believes should precede the national census in this northeastern state, which is recovering from significant ethnic turmoil.
The unfortunate bombing near Tronglaobi village in Bishnupur district—approximately 50 kilometers from the state capital Imphal—claimed the lives of a five-year-old boy and his five-month-old sister as they slept in their home during the night. Imo Singh, representing the Sagolband assembly constituency, emphasized the importance of initiating a thorough crackdown on terrorist organizations to provide justice for the victims’ families.
Concerns Over Upcoming Census
In his detailed communication, Imo Singh highlighted that the NIA is already handling the case but called for immediate actions to restore public confidence and uphold the rule of law within the region. He also expressed apprehension over the accuracy of the national census specific to Manipur, suggesting that it might be compromised without a series of corrective measures being implemented first.
Pointing out that a significant number of people have been displaced due to recent conflicts, he stated that accurate house listing for the census would be challenging without ensuring that all internally displaced persons return to their homes. “It would therefore be appropriate to conduct the Census only after the proper relocation of those staying in relief camps to their original homes,” Imo Singh added.
Addressing Demographic Issues
This instance is not the first time the BJP MLA has voiced concerns over demographic and representation issues affecting Manipur. In his letter dated April 13, he mentioned several key points that he believes the central government should consider in relation to the border state, including the need for a National Register of Citizens (NRC), efforts to identify illegal immigrants and fraudulent voters, as well as the necessity of providing constitutional protections for indigenous communities within the “40 valley seats.”
While acknowledging the ongoing efforts by the central government to combat illegal immigration, he urged for the rectification of electoral rolls in Manipur to eliminate discrepancies stemming from the presence of fake voters. “Anomalies in the voter list have already been reported, which need immediate rectification before delimitation begins,” Imo Singh stated.
Issues with Voter Identification
Regarding the Election Commission’s initiative to connect voter identity cards with the Aadhaar system, Imo Singh asserted that Manipur should first verify and remove any fraudulent Aadhaar registrations. He referenced previous findings under the past leadership of Chief Minister N Biren Singh, which uncovered 65,000 fake Aadhaar cards, highlighting the critical threats these situations pose to the rights and identities of the state’s indigenous population.
Emphasizing the necessity to address this issue, he noted that establishing a clean and accurate linkage is vital for achieving a transparent and trustworthy electoral system.
Request for Constitutional Safeguards
Moreover, Imo Singh focused on the constitutional designation of the 40 assembly seats within the valley region, currently classified as open or general seats. He stressed that it is essential to provide constitutional safeguards for these seats to prevent demographic imbalances and to protect the socio-cultural identity of the area, especially when a considerable portion of assembly seats is already reserved for hill areas.
