2.05 Crore Names Removed from Electoral Roll in Uttar Pradesh

Final Voter List Released

The final electoral roll for Uttar Pradesh was released on Friday, showcasing a significant revision where 2.05 crore names were removed after a 166-day Special Intensive Revision (SIR) exercise conducted in the state. This deletion represents 13.27 percent of the initial voter count prior to the commencement of the SIR in October last year.

Before the SIR, the total number of voters in the state was recorded at 15.44 crore, but the final figure now stands at 13.39 crore (13,39,84,792). Of the current voters, 7.3 crore (54.54 percent) are male and 6.09 crore (45.46 percent) are female, with an inclusion of 4,206 electors identifying as third gender.

Details from the Chief Electoral Officer

During a press conference in Lucknow, the state’s Chief Electoral Officer, Navdeep Rinwa, reported that out of the final list, 17.63 lakh voters fall within the age bracket of 18-19 years. He noted that the gender ratio reflected in the final roll is 834, improving from a ratio of 824 seen in the draft electoral roll announced on January 6.

In the initial draft electoral roll published on January 6, approximately 2.88 crore names had been deleted, with the remaining tally down to 12.55 crore (12,55,56,025) electors. Following a two-month period for claims and objections, including hearings regarding unmapped enumeration forms and other discrepancies, an additional 8.15 lakh names were removed.

Claims and Objections Process

Of the 8.15 lakh deletions, 3.5 lakh were attributed to unsatisfactory responses to notices issued. In contrast, the redressal process saw the inclusion of 84.28 lakh new names. Rinwa specified that the SIR exercise began on October 27, 2025, concluding on April 10, and encompassed all 75 districts, 403 assembly constituencies, and polling stations in Uttar Pradesh.

This extensive exercise was facilitated by a team that included 75 district election officers (DEOs), 403 electoral registration officers (EROs), 12,758 assistant EROs (AEROs), 18,026 booth level officer supervisors, and 1,77,516 booth level officers (BLOs). Additionally, support was provided by 5,82,877 booth level agents (BLAs) representing recognised political parties.

Overall Changes in Voter Demographics

Rinwa reported that there has been an overall increase of 84,28,767 electors in the final voter list, comprised of 42,27,902 males, 42,00,778 females, and 87 third gender voters. Notably, there has been a notable rise of 14,29,379 voters within the 18-19 age demographic, contributing to the improved gender ratio.

Throughout the revision process, approximately 1.04 crore electors were identified as “non-mapped,” and 2.22 crore cases were found to have logical discrepancies. Notices regarding these cases were issued starting January 14, with hearings wrapped up at 5,621 centers by March 27, 2026.

Assurance of Due Process

Rinwa assured that no voter’s name was eliminated without following proper procedures during the SIR exercise. He indicated that if a name present in the draft roll is missing in the final list, it is due to a Form-6 application or a determination made by the ERO after a thorough hearing.

Furthermore, Rinwa encouraged individuals who are dissatisfied with the ERO’s decisions to file a first appeal to the district magistrate (DM) concerned within 15 days of the final roll’s publication, as per the Representation of People Act, 1950. Should further dissatisfaction persist, a second appeal can be lodged with the Chief Electoral Officer within 30 days of the DM’s ruling.
