Tamil Nadu Chief Minister M K Stalin has intensified his campaign against the Union government’s proposed delimitation legislation, asserting that recent reassurances from Prime Minister Narendra Modi and Home Minister Amit Shah are insufficient. Stalin is calling for the complete withdrawal of the bill, declaring the situation as a “defining moment in Tamil Nadu’s political history.”

This statement follows a recent announcement in Parliament assuring that Tamil Nadu’s representation would not decrease under the new framework, a commitment long sought by the DMK government. However, Stalin contends that the verbal promise does not align with the actual contents of the legislation introduced in Parliament.

Concerns Over Delimitation Commission Authority

In his remarks, Stalin highlighted his concerns regarding the authority proposed for the Delimitation Commission, suggesting that it would enable future governments to alter state representation at their discretion. He stated, “The sweeping powers granted to the Delimitation Commission under this Bill make one thing clear: at any time, in any manner they choose, they can alter the representation of states to suit their political interests.”

Stalin further labeled the bill as “a carefully crafted trap, loaded with dangerous intent,” rejecting it outright on behalf of Tamil Nadu.

Escalation of Political Activism

This statement represents the latest development in an ongoing confrontation where Stalin aims to transform a technical constitutional issue into a broader political matter concerning federalism, representation, and Tamil Nadu’s role in the Union. Earlier in the week, Stalin had issued a “final warning” to the central government, asserting that Tamil Nadu would not remain passive if its political voice were threatened.

On Wednesday, he held an emergency meeting with DMK district secretaries and called for black flag protests. The following day, while campaigning in Namakkal, he raised a black flag and burned a copy of the proposed legislation, referencing the anti-Hindi agitations of the 1950s and 1960s.

Context of Electoral Issues in Tamil Nadu Campaign

The sustained mobilization against the delimitation bill is notable given that it has not been a central electoral concern in the current Tamil Nadu campaign. Issues such as inflation, welfare delivery, and alliance dynamics are more immediate for many voters. However, the DMK seems to perceive delimitation as an important ideological battleground to position itself as a defender of state rights against perceived overreach by the central government.

Stalin’s Historical References

In his latest statement, Stalin continues to criticize the central government, alleging that while it speaks of upholding state rights, it simultaneously undermines them. He drew comparisons with historical precedents, noting that former Prime Ministers Indira Gandhi and Atal Bihari Vajpayee implemented measures to protect state representation by freezing delimitation through constitutional amendments.

He expressed that Tamil Nadu seeks the restoration of these constitutional safeguards, stating: “What we demand is clear: the same constitutional safeguard that was provided by previous Prime Ministers must be reinstated.”

Trust Issues with the Union Government

In an interview earlier in the week, Stalin referenced Vajpayee’s decision to freeze delimitation to ensure a balanced representation across the country and questioned the current government’s abandonment of that approach. While the Union government asserts that there will be no loss of seats for southern states and that concerns about reduced representation are unfounded, Stalin argues that verbal assurances lack the statutory backing needed to be trusted.

“This Bill must not be rushed through in haste,” he urged, reiterating the call for a total withdrawal of the proposed legislation. He warned that if the government attempts to push it through using its parliamentary majority, it would likely face repercussions in Tamil Nadu.
