A government gazette notification issued on March 18 outlines the formation of four DFRCs, specifically for the divisions of Mumbai, Pune, Nagpur, and Chhatrapati Sambhajinagar. Each committee will be chaired by a retired district judge, with the divisional deputy directors of education serving as ex-officio member-secretaries.

Powers and Functions of the DFRCs

The DFRCs are established under the Maharashtra Educational Institutions (Regulation of Fee) Act, 2011. These committees are responsible for addressing complaints regarding unreasonable fee increases imposed by schools.

Current regulations stipulate that a grievance can be lodged only when at least 25 percent of a school’s parents raise concerns over its fee structure. A senior official stated that comprehensive information about the committees and the procedure for lodging complaints will be disseminated shortly to enhance parent awareness.

Concerns Raised by Parent Associations

Anubha Sahai, a lawyer and representative of the India Wide Parents Association, emphasized that the state’s obligation does not end with the establishment of the DFRCs if they are not fully functional. She highlighted the challenges posed by the requirement that a minimum of 25 percent of parents must file complaints over fee hikes.

She argued that even smaller groups of parents or individual parents should be allowed to submit their grievances regarding school fees to the DFRCs, suggesting a need for a more accessible complaint process.
